To consolidate Guigang’s position as a national‑level hub for domestic second‑hand inland‑water vessel transactions, the Guangxi Maritime Safety Administration has launched an integrated “One‑Stop Service” for inland ship departure formalities in Guigang. By breaking down inter‑departmental information barriers and optimising approval workflows, the processing period for formalities including ship ownership registration and ship nationality registration has been shortened from 48 working days to merely 3 working days, delivering an efficiency gain of over 70 %. This reform has enabled the Guigang Pearl River Ship Trading Market to rank first nationwide for eight consecutive years.

This innovative government service comprises three core measures. First, parallel processing: services from maritime authorities, ship survey institutes, transport departments and other agencies are integrated to realise “one‑time submission and synchronous multi‑department review”. Second, package‑based services: for second‑hand vessel transactions, cancellation of ownership and re‑registration can be handled concurrently, saving ship‑owners repeated trips between government offices. Third, financial linkage: an information‑sharing mechanism on vessel registration data has been set up with banks, which helped shipping enterprises secure financing worth RMB 4.935 billion in 2025. Since the policy came into force, the average transaction cost of second‑hand ships in Guigang has dropped by 15 %. In 2025, a total of 645 vessels changed hands with a transaction turnover of RMB 2.099 billion, accounting for more than 40 % of the national market share.

Going forward, Guangxi will prioritise green‑vessel trading. It plans to source over 100 second‑hand electric‑powered vessels and LNG dual‑fuel vessels in 2026, while streamlining registration procedures for new‑energy ships to advance the zero‑carbon transition of inland‑water shipping on the Pearl River system. The Guigang Maritime Safety Administration stated that it will further expand the coverage of the integrated “One‑Stop Service” and strive to cut the full‑cycle lead‑time for second‑hand ship transactions to within 15 days.
